De scheduled workflow time-degrading-checks.yml faalt (run #5719): de pinned CI versions-check ziet trufflehog 3.99.2 gepind terwijl upstream v3.99.3 is.

Bump via make bump-scanner-pins zodat manifest, workflows en image-tag consistent blijven.
