Add tests for 7 files that were below the new floor:
- draft_store.dart (33% → 100%)
- cve_transport_io.dart (27% → 100%)
- slide_list_panel_clipboard.dart (28% → 69%)
- settings_dialog_profile.dart (30% → 44%)
- image_carousel_picker_actions.dart (28% → 35%)
- shell_actions_git.dart (29% → 41%)
- shell_actions_git_dialogs.dart (28% → 45%)

Raise perFileFloorPercent from 20 to 34 in tool/coverage_summary.dart.
Update Makefile echo text accordingly.

Total line coverage: 87.3% across 732 files, 0 files below 34%.
