• extraheert OciDecks bewaarde pure-Dart Matrix Client-Server API-kern naar de gedeelde AppFoundation-repository
• behoudt auth, UIA, hervatbare sync, kamers, events, transaction-idempotentie en getypeerde fouten
• bewaart limited en prev_batch per kamer zodat consumenten historiegaten kunnen sluiten
• verhardt plaintext-loopbackcontrole en statusmapping bij niet-JSON proxyfouten

Borging

• make check groen: formattering, statische analyse en 137 tests
• 24 Matrix-contracttests, inclusief regressies voor misleidende 127.*-hosts, historiegaten en niet-JSON fouten

Afbakening

Eerste gedeelde fundament voor Limi issue #297. Sluit het issue niet: productie-egress, well-known/SSO, Limi-projectie en standaard Matrix-E2EE volgen apart. OciDecks eigen relaycrypto is bewust niet overgenomen, omdat die geen Matrix Olm/Megolm is.
