Summary

declare the installed OciDeck executable for WinGet installation validation
align the package URL with the canonical Forgejo release domain
cover both validator requirements in the packaging regression test

Validation

generated and parsed the v0.6.3 manifests successfully
Microsoft WinGet manifest validation passes on the upstream PR
shellcheck passes
committed-secrets check passes
SAST passes with zero findings
Dart formatting passes
local Flutter test is blocked before execution by the existing Xcode/CoreDevice and dartcv4 macOS deployment-target failure; Linux CI remains authoritative
