Centralize geo/format/cache helpers, failure tracking, and SafeUrl/WebView hardening; migrate user-facing copy to ARB across all eight languages; split main.dart into focused modules with expanded regression tests.

Move portal NOTAM/SNOWTAM strings and localized country names into ARB for all eight languages, including ES/FY gaps, and drop the large inline switches from settings and portal helpers.

Move navigation, weather age, frequency tooltips, and basic info copy out of aip_sheets.dart so all eight locales share one ARB source.
