Summary

Move runway wind UI copy from inline language switches into ARB keys (runwayWind*).
Add runway_wind_copy.dart as a part of helper and a migration script (tool/migrate_runway_wind_arb.py).
Restore NL/DE/FR/IT/PL wind terms and fill Spanish/Frisian runway-wind plus AIP basic-info gaps.

Test plan

flutter test (412 tests)
Switch to NL/EN/ES/FY and open AIP runway wind overview — labels should be localized
Variable/calm wind notes still show the correct localized explanation

Stacked on the startup/map-hover PR (perf/startup-map-hover).

Move localized runway wind copy into ARB keys with a part file helper,
restore per-locale wind terms (NL/DE/FR/IT/PL), and add ES/FY translations
for runway wind plus missing AIP basic-info strings.
